Joseph Murphy, 26, and Jose Ocasio, 28,were arrested on assault, official misconduct, and harassment charges after an internal affairs investigation.
The officers are accused of assaulting a citizen after giving him a summons for an unknown offense in the 46th precinct.
Both officers were suspended after their arrest.
Police would not release any more information on the incident.
